Sound absorption and sound insulation are not the same thing.
Acoustic panels work on indoor sound: they reduce echo and hum, making speech intelligible and music clear. However, they do little to prevent sound from passing through the wall to neighbors. If the goal is to keep neighbors out or protect adjacent rooms, soundproofing is needed. Often, a combination of both solutions—soundproofing the structure and acoustic finishing over it—provides the desired result.
